The ocean is blue because of light, not the reflection of the sky. Sunlight penetrates the surface of the water. In shallow areas, the sunlight can penetrate all the way down to the bottom. And to answer your question about it being translucent, it is. If you have just a cup of salt water from the ocean, it will not look blue. However, when the light is passing through billions of water molecules as it is in the ocean, the blue light is reflected off of all of the molecules and gives the water a blue tint.
