I think the answer is that advocates the fan location sail. The ship will stay where it is. Although the fan blows air to sea, there is also a force reaction as the fan has to push against something to stay where you are, so these two forces are equal and opposite – so the ship stays where it is. It is part of Newton's third law of motion.
