How I can make my Cavalier King Charles Spaniel Get?

My Cavalier King Charles Spaniel is 11 years old, but after all these years I have not been able to teach him to fetch. Can I teach my dog that is Very Old, to go look? Even as a puppy He did not seem interested in going to look. Any help or advice is welcome!
